Term paper (Pick one of two topics listed on page 4 of the course outline).

Description: “The topics that have been chosen involve the use of judgment in researching a conclusion.  There is no right or wrong answer.  I expect you to find some research on the topic, explain the issue in your paper, explain the evidence supporting your conclusion, address why you believe other possible solutions will be less desirable than yours, and state your conclusions.  You are expected to cite your sources.  Your choice of term paper topics: (a) Do current accounting standards effectively capture all the costs of a real estate development, including imipact on the quality of life of the residents?  Does the increase in ratables cover the increased costs of the municipal services resulting from the development? (b) Discuss cost accounting systems and hospital emeregency rooms.  Are costs and revenues assigned to emergency rooms in a manner that is fair to emergency rooms?  How shold emergency room treatment of uninsured patients non-emergency visits (charity care) be accounted for?”

(a)  Answer this: Do the ratables on new residential construction really PAY for the increased costs of municipal services, etc. See Hamilton; and Ratables Chase articles to develop insight into creating a realistic point of view.  Use terms: “ratable chase”, or “ratables and development”.

(b) Answer this: Are revenues that come from other hospital departments shared with the original emergency room patient admission?  Hospitals assign revenues and costs by departments, but should how hospitals assign income/expense take into account the marketing/referral function of the emergency room?  Here are links to some background articles: Trauma units;   What’s a new patient worth… ; GME at what cost?.

Education 101, Capra Assignment

I taught 4 BIs for Professor Capra this week, 2/25.  Her assignment is a little challenging.  The students are only allowed to use Journals, Trade Publications, and .gov web sites.  Their topics are very broad and the students will need to really think to come up with keywords.

Here are the topics:

·       Are smaller classes really more effective, or are they just too costly and impracticable?

·       Is Inclusion really beneficial for special needs students, or does it detract from the education of the general education population, and ultimately leave the special needs child without specialized attention?

·       Is Bi-lingual Education effective, or would students learn English faster if immersed?

·       Since Early Intervention can be so beneficial to helping special needs children, why isn’t more being done to make poor families aware?

·       Why are kids failing and dropping out? Who really is to blame and what should be done?

·       Are stronger requirements for teachers producing better professionals, or preventing some otherwise qualified individuals from becoming a teacher?

·       Is tracking racist and classist, or is it an effective way to ensure that all students are being properly challenged and having their needs met?

·       Is the SAT an effective tool for measuring a students’ potential, or is it a tool of oppression?

·       Are charter schools offering quality education, or are they not delivering on promises made to trusting parents?

·       Does the voucher system offer parents more choice, or is it a dangerous program that will lead to increased corruption and unfair practices?

·       Since obesity is becoming an epidemic, what role should schools play? Should healthy kids be forced to abide by the same initiatives put in place because of obese students (no snacks, more physical education)?

·       Does NO Child Left Behind place impossible requirements on less fortunate states, or will this legislation fill the educational divide?
